For years, the playbook for driver supply in ride-hailing has been simple. When riders are waiting, pay drivers more and hope enough of them show up. It works until the budget runs dry, or until the rain starts and the bonus is no longer enough.
Angkas chose a different path. Angkas is the leading motorcycle ride-hailing and express logistics platform in the Philippines. It operates three services across Metro Manila, Metro Cebu, Batangas, and Cagayan de Oro:
Instead of spending more to bring drivers online, Angkas rebuilt how it spends. It treats every incentive as a question of timing, place and behavior rather than size. Open Loyalty became the engine underneath that shift.

Angkas Biker app screens with weekly tier, daily and weather incentive badges and a +39.89% daily active drivers card.
Motorcycle taxi supply in the Philippines is regulated, so Angkas cannot grow simply by adding drivers. Growth has to come from the existing fleet. That means more drivers online when riders need them, and more consistent activity across the week.
Demand also shifts hour by hour, and weather can disrupt it with little warning. A flat, one-size-fits-all bonus spends money on drivers who would have ridden anyway, does little to bring supply to the right place at the right time.
Angkas needed incentives that respond to driver behavior, time of day, location and real-world conditions. It also needed the operations team to adjust those incentives without waiting on engineering.
“We could have bought supply the way the industry usually does with cash, across the board,” says Amranjit Singh Datt, Group PM, Angkas. “We chose not to. Instead, we asked a simple question: if every peso had to bring a driver online at the moment a rider needed one, how would we spend it?
“We do not win by outspending anyone. We win by making every peso of incentive work harder and every hour a driver spends online counts. Flat bonuses failed that test almost immediately. Most of the money went to drivers who would have ridden anyway, and very little of it reached the hours, the areas or the weather where riders were actually waiting. So we stopped thinking about incentives as payouts and started thinking about them as a system.”

A single Angkas trip triggers about seven distinct event payloads: dispatch, pickup, status changes, and completion. Open Loyalty processes this volume by combining trip attributes, such as auto-accept status, pickup zone, and service category, with driver performance metrics like acceptance rate and cancellation rate, in real time. This lets Angkas's operations team create, clone, and adjust incentive rules without engineering support for every change.
Angkas and Open Loyalty continue to refine how incentives adapt to each driver’s performance history. The aim is targets that are achievable, motivating and cost-efficient for every segment of the fleet.
"Open Loyalty has supported our high-traffic business consistently over the years, including through peak seasons when our volume grows several times over. Just as valuable is how closely their team works with us on new driver incentive ideas, from the first problem statement through to launch. That partnership is what lets us keep getting more value from the platform."

Angkas is the leading ride-hailing and express logistics platform in the Philippines. It operates in Metro Manila, Metro Cebu, Batangas, and Cagayan de Oro, across three services: Motorcycle Taxi, Angcars and Padala.
Managing driver supply across multiple cities requires incentives that adapt in real time to demand, weather, and local operating conditions, something a flat, one-size-fits-all bonus structure struggles to do well. Open Loyalty gives Angkas a rules engine that does three things:
The Unli Earnings Program, run by Angkas for its driver-partners in the Philippines, is an example. Drivers earn a weekly tier based on ride volume and active days, and higher tiers unlock bigger commission discounts on the following week's trips.
The Unli Earnings Program is a weekly tiered incentive program. Drivers are sorted into four tiers, MVP, Platinum, Gold, and Rookie, based on ride volume and active days over the previous week (Monday to Sunday), with each tier unlocking a bigger commission discount on trips the following week. Unlike a lifetime tier program, status resets every week, so drivers requalify based on the week they just completed.
The Unli Earnings Program is for Angkas's driver-partners across its Motorcycle Taxi and Padala services, from new bikers ramping up through a dedicated incubation scheme to established drivers working toward MVP status.
Yes. Alongside the weekly Unli Earnings Program, Angkas runs Daily Bakbakan, a set of same-day bonus campaigns for peak hours, late nights, and new driver incubation, plus situational campaigns triggered by real-world events, such as Rain Bonus during heavy rain.
Angkas uses Open Loyalty, an API-first loyalty platform, as the engine behind its driver incentive programs. Open Loyalty processes trip and driver performance data in real time to run the Unli Earnings Program, Daily Bakbakan, and weather-triggered campaigns like Rain Bonus.
